Modern Migration Processes: Problems of Adaptation and Integration of the Emigrants in the United Europe

Abstract
The article deals with problems of adaptation and integration of migrants and refugees in the United Europe under conditions of inter-civilizational character of movements. Intensification and diversity of migration establish new challenges to the integration strategy adopted by European countries. Implementation of the general principles of integration with cultural diversity and the adoption of common rules and values is not successful in reality because of the inconsistency of approaches and lack of effective mechanisms. The inability of national states react adequately to massive influx of Muslim immigrants and refugees to European countries led to the global migration crisis that manifests itself in crisis mode of migration management and leading European and international institutions; the conflict between guarantees of human rights in the area of migration and national interests, excessive politicization of migration issues and increase of their role in European politics, strengthening of xenophobia and migrantofobia in accepting societies, conflicts in the form of riots involving immigrants from "third" world and strengthening of nationalistic mood among local people. The policy of multiculturalism, which had to become a nation-state response to changing ethnic and demographic structure of the population, focusing on the unacceptability of social exclusion of persons on cultural grounds can only create the conditions for successful integration of immigrants into the national welfare state. The article proves the necessity of developing a new integration policy aimed at the organic inclusion in Western European society of migrants from the Middle East and Africa that would provide their participation in such functional subsystems of society, economics, politics, health, culture, education, etc. and in the distribution of the results of their functioning. Also it is summarized that it is primarily requires the use of regulatory but not restrictive means regarding migration, reducing incentives that contribute to this process.
