The Potential of Well Designed Early Warning Systems and Disaster Insurance Schemes in Cushioning Farmers Against Drought-induced Agricultural Losses in the Karamoja Sub-region of Uganda

Abstract
Located in northeast Uganda, the Karamoja sub-region suffers from chronic poverty and has the worst development indicators in the country. The region is mostly arid and as agricultural production is reliant on rainfall, frequent and severe droughts often lead to crop failure, reduced livestock populations, and alarming levels of food insecurity. Under such conditions, well-designed early warning systems (EWS) and disaster micro-insurance schemes have emerged as effective and efficient ex ante and ex post drought management strategies. The purpose of this paper is to present a synthesis of various efficient and sustainable EWS and disaster micro-insurance schemes undertaken in different drought prone countries with the intention of cushioning farmer households against the adverse effects of droughts as well as to maintain acceptable levels of food security. The design, implementation, and outputs of the selected EWS are compared with one of the common EWS in Karamoja, and the limitations of the latter are subsequently identified. Using schematic representations were possible, the implementation of carefully selected disaster micro-insurance schemes and the strengths of such schemes in the overall disaster management strategy are discussed.
