Peculiarities of formation of the public control system in modern conditions

Abstract
In her article, the author states that society exists in three environments, the existence and functioning of which ensures its integrity and stability, one of which is the environment conducive to life in the presence of appropriate environmental parameters. The most important, system-forming element of the state structure is human as the highest value of society. The third environment determines and analyzes a technological or technogenic complex of machines and aggregates, buildings and structures created by the work of people who carry a danger not only to human health but also to the environment itself.
