PERFORMANCE OF THE INTERACTION OF PUBLIC AND PRIVATE SECTORS IN IMPLEMENTATION OF SOCIAL-ECONOMIC PROJECTS

Abstract
Investigation of the expediency of partnership in the implementation of socio-economic projects and programs is a prerequisite for the organization of mutually beneficial cooperation between state and business structures. Public-private partnership projects share responsibilities between the public and private partners according to the competencies of each partner. In practice, a private partner is better provided with equipment for the construction, use of assets, for solving operational issues. That is, the private partner is responsible for the stages of design, construction and operation. In turn, the state partner is responsible for defining clear requirements for the desired results and services. In other words, the key competence of the state is the construction of public policy and goals, the definition of public needs.
