PREVENTION OF OFFENSES AMONG MINORS IN RESIDENTIAL INSTITUTIONS

Abstract
The article considers theoretical aspects of implementation of social and pedagogical prevention of illegal behavior among the pupils of orphanages and boarding institutions. Defines the rights of minors, defined by the international soci- ety and the laws of Ukraine. Noted the structure of the social and pedagogical complex and its directions of social and pedagogical work in boarding institutions: the composition of the teaching staff for the organization of preventive meas- ures, the strategic directions of the preventive work, educational and psycho-corrective activities. The priority directions of the organization and carrying out of preventive work with minors. The analysis showed that the social and preventive work in schools or typical institutions has two directions: measures of general prevention, inclusion of all students into the life of boarding school and measures of special prevention, to identify, prevent and eliminate the manifestations of deviations in the behavior of pupils. The latter include all forms of deviant behavior including unlawful behavior of children. Implementation of the state policy concerning social prevention of illegal behavior of minors, subject to fulfillment their rights and interests aimed at improving the system of legal education in educational institutions (boarding schools), the promotion of healthy lifestyles (physical fitness), preventing the use of alcoholic and narcotic substances as a primary factor in the commission of offences, identification, record keeping and the conduct of such inspections and provide comprehensive assistance to families in difficult life circumstances , the creation and development of institutions of social protection of chil- dren that are in conflict with the law, creation of an effective system of rehabilitation of children who committed the offense. To provide a comprehensive approach to organization of prevention of offenses among youth means, first, to determine the optimum, closely linked goals and tasks of ideological and political, labor, moral and legal education, taking into account characteristics of different categories of youth, their interests, and secondly, more efficient use of funds, forms and methods of educational and preventive effects, covering the part of minors, who have this particular need, thirdly, to organize and to imple- ment fully the educational and prevention process, quickly studying the performance of educational and preventive activities.
