Principles of eu governance and implementation of the multilevel model of public administration in Ukraine

Abstract

In the article the author investigates the processes of reforming the modern system of public administration and local self-government, and proposes to consider introducing a five-level model of public administration, the algorithm of which allows to propose new approaches to the functioning of the governance system, and the use of European experience in the implementation of the EU system of management principles provides the ability to update the rules and processes in the management. The purpose of the article is to study the possibilities for introducing EU governance principles and the multi-level model of public administration in Ukraine, formulating some proposals and recommendations of theoretical and practical importance. The scientific novelty is to analyze the principles of EU governance: openness, participation, accountability, efficiency and coherence with the possibility of their introduction into the new administrative system of Ukraine. The focus is on the five-tier model of public administration, and on the sub-national level local government bodies are represented by executive committees. Multilevel public administration and the implementation of EU governance principles allow formulating new approaches to the functioning of a set of mechanisms between different levels of government, between the government and society, government and man, which in turn creates the right conditions for the development of civil society. Conclusions. The transformation of a cumbersome modern model of public administration, local self-government into a five-level model of public administration provides an opportunity: to optimize / simplify the management system; introduce new public authorities at levels 2, 3, 4, which eliminates dual power, duplicate functions, reduce costs, change the structure of the functioning of public administration and administration mechanisms; to modernize the entire complex of mechanisms of public administration and public administration; to introduce new mechanisms of direct action; to expand the circle of subjects of public administration and administration in order to ensure active, comprehensive interaction in the joint decisions made; to simplify the current legislation than to increase its accessibility to a larger number of participants; create conditions for the full development of civil society in Ukraine.
