Privatization of state-owned industrial enterprises in Algeria: Review and Prospects

Abstract

The purpose of this article is to deal with the Process and the balance sheet of the Privatization of Public Enterprises in Algeria. The privatization of state-owned industrial enterprises in Algeria initiated in 1995 by the Structural Adjustment Program (SAP) under the auspices of the International Monetary Fund (IMF) and the World Bank (WB) was not integrated into a industrial policy. However, since 2008, the "business climate" marked by legal instability, interventionism, the global economic crisis seems unlikely conducive to privatization that could allow the Algerian industry to get out of its dependence vis-à-vis hydrocarbons. We conclude that, despite some rare successes, the privatization of companies in Algeria has failed because they have not benefited from prior strategic restructuring. Moreover, privatization has not been framed by effective institutions and industrial policy.
