Process of building an organizational culture in local government

Abstract
The ability of active and aware configuration of cultural patterns in XXI century becomes the basic managerial function also in the public organization. The system of values which creates the culture of specific organization influence its functioning, shaping the character with the environment and attitude towards uncertainty. The corporate culture mirrors the way people make decisions, think, how they react to difficult situation, the level of people‟s engagement, the attitude towards clients etc. The managers which practice in the surroundings of market economy become more aware of the culture role in effective management of its resources. The specific of public sector which include the local government organization cause that common knowledge about the methods of shaping the correct cultural course be-come insufficient. The methods, tools, techniques which work out in the profit organization very often cannot be used in the public organizations. Also the cultural profiles which de-scribe organization, defining the level of cultural adjustment cannot be identical for such a different types of organizations. The shaping of cultural model (multi-dimensional) in public organization requires the research which enable the identification of the most effective tools in shaping the desired cultural patterns.
