Abstract

The program-target approach has a long-standing practice of its use in activities of subjects of different levels of the economy. However, there is a need for further development of the methodological foundations of economic security management of the enterprise, the question of the consistency of the objectives of the enterprise and the economic security of their implementation, methodological approaches to evaluating the effectiveness of using the program-target approach in the formation of the system of economic protection of the enterprise. The purpose of the article is further develop a scientific approach to managing the economic security of an enterprise based on the use of a program-target approach in formulating a system of enterprise goals and plans for the economic protection of their implementation processes. In the article, there is development of the methodological providing of program-target approach to the management of economic security of an enterprise in terms of development of the aims tree of economic security according to the aims of the enterprise management. It is proved that economic security system is a system of ensuring the realization of corporate and functional aims, so every aim of economic security is being developed to form the defense mechanism of the aims realization of the enterprise management. It is defined that economic security of aims realization of an enterprise is drawn up taking account of specifics of threats, dangers and risks of every functional component of an enterprise. The logical subordination of such concepts as strategy, program, plan has been generalized, that enabled to interpret the program-target approach to the management of economic security as a consistent realization of tasks of the formation of an economic security system of hierarchical structure of an enterprise aims realization. It is defined that program-target approach implements a defined strategy of an enterprise development by forming a concretized list of actions, that enforce performance of defined tasks, that are united by a single goal. Taking into account the sources of danger for an enterprise activity, it was suggested a structure of an economic security program, which is formed by plans of economic security of the activity business environment, information and intangible assets, of logistical, financial resources, staff, business processes of an enterprise. The main directions of the formation of economic protection of all identified types of an enterprise resources have been suggested in the article. On the basis of the formed aims tree and the proposed structure of economic security program, the stages of formation of economic security system based on the program-target approach has been generalized. And this will let to provide accordance of economic security to the aims of enterprise development.
