PROSPECTS OF STATE REGULATION IN THE BRANCH OF RAILWAY TRANSPORT

Abstract
It is established that at the present stage of development of railway transport there is an urgent need to improve the system of administrative management and state regulation of the industry. The basic provisions of the Law “On railway transport of Ukraine” in the new edition relating to government regulation of the sphere of railway transport are analyzed. It was found that the introduction of the law will provide the following vision: improving the effectiveness of the system of state management and regulation, establishing the foundations of state regulation in the field of railway transport, the definition of relations with local bodies of Executive power and bodies of local self-government. In particular, the bill defines the specific public authorities that are responsible for public policy, security, control, equal access to infrastructure, tariffs, and their functions. It is determined that the main innovation of the draft law are the establishment of a system of state management in the branch of security in railway transport according to the requirements of the legislation of the European Union.
