PSYCHOLOGICAL FEATURES OF LEADERS, NECESSARY TO THE UNION TERRITORIAL CITIZENS OF UKRAINE

Abstract
The reform of decentralization in Ukraine, which was accompanied by the formation of the institution of local self-government, led, on the one hand, to the growth of the role of leaders of the united territorial communities in the economic and political life of the state as a whole and every citizen in particular, on the other hand, – the strengthening of the need for effective leaders capable of giving quality responses to the challenges of time. This, in turn, increases the requirements for the leader's personality and causes the need to develop the leadership potential of modern youth. To promote the development of the necessary psychological characteristics of the leaders of the united territorial communities and to ensure the development of the leadership potential of young people, it is important to find out what leaders today need Ukrainians, which was the goal of the author's research. The objectives of the study were: to summarize the views of political scientists, psychologists, philosophers on the psychological characteristics of leaders; to prepare and conduct an expert survey of the representatives of the united territorial communities regarding the psychological portrait of the leader; analyze the results of an expert survey and draw up a psychological portrait of the leader of the united territorial community. The study found that the psychological portrait of the leaders, which are needed today by the united territorial communities of Ukraine, is represented by many psychological characteristics that relate both to the cognitive, and to the communicative and motivational sphere of the individual. In particular, the cognitive sphere of the leader of OTG are the following main characteristics: competence, professionalism in their business; the ability to find new methods, ways to implement a plan or solution, quickly switch from one way of doing a task to another, mastering flexible thinking; mind, critical thinking; legal readiness; ability to see prospects of development, planning, strategic thinking; openness to change, ease of learning new; the ability to creatively approach the solution of various problems, to think non-standard; knowledge of community resources for its development. Auxiliary – the ability to successfully solve complex problems in a critical situation; knowledge of ways to activate the economy. The communicative sphere of the leader of the OTG consists of the following main characteristics: the desire for cooperation, the ability to pick people and work in the team, manage the team, the ability to engage a team of followers in their design; responsibility, willingness to take responsibility for the team. Auxiliary – tact, diplomacy, ability to find the right tone of communication, negotiate in conflict situations, manage conflicts and solve them; social activity; Organizational abilities, ability to inspire and motivate others; initiative, ability to initiate change; communication skills, ability to communicate with people; charisma, authority, influence (obtained independently), ability to lead a mass; to get followers The motivational sphere of the leader of the OTG consists of the following main characteristics: a clear vision of their goal, the ability to identify problems and obstacles that are in the way of its achievement, the ability to go to achieve it. Auxiliary – the desire for self-development and self-development, the development of their unique abilities; readiness to engage in self-education. Promoting the development of these characteristics should become the basis for the formation of youth leadership potential.
