Public Environmental Expenditure Review in Local Government Authorities: Experiences from Kongwa District Council, Tanzania

Abstract
This study on public environmental expenditure review in Local Government Authorities was carried out in Kongwa district council with the following specific objectives (i) determining fund requirements, amount approved and actual expenditure for environmental management in the district, (ii) assessing the level of environmental expenditure in addressing the major environmental challenges and (iii) assessing the level of environmental expenditure for implementation of the National Strategy for Growth and Reduction of Poverty (NSGRP) interventions related to environment. Data were collected through documentary review and analysis was done using descriptive statistics and content analysis. The findings indicate that total budget for addressing environmental challenges in the district for the period under review was fluctuating. The general trend of the approved recurrent budget from 2004-/05 to 2008-09 was lower compared to the budgeted one as well as lower actual expenditure compared to the approved funds. With regard to development funds the results show a dramatic decrease of approved funds in 2005-2006 where only 50.6% was approved. The results also indicate that some of environmental challenges were not allocated any funds for the whole period under review. Major environmental issues not considered include ecosystem and biodiversity, legal and policies framework, land degradation and deforestation and climate change. This is a serious problem and setback to all efforts done to rectify the environmental challenges in the district. Deliberate efforts need to be done to re-focus the whole process of allocating and spending the available funds with the purpose of managing the environment. The findings also indicate that reallocation of funds or unreleased of approved funds was one of the factors frustrated implementation planned activities. With regards to budget allocation and actual expenditure as per NSGRP clusters, the findings indicate that cluster I and II were favoured while Cluster III was the least. Based on the results of this review, in order environmental challenges to be addressed effectively and efficiently, the following are recommended: funds should be allocated to address environmental challenges which are not currently addressed, projects addressing land degradation and deforestation should be encouraged since limited resources were allocated to it, adequate funds should be approved and released on time to implement planned environmental activities and more funds should be allocated to activities related to cluster III of NSGRP so as to enhance good governance and accountability which is very critical on management of environmental resources.
