PUBLIC FUNDS OF CASH FLOWS IN DECENTRALIZATION CONDITIONS FINANCIAL SYSTEM OF UKRAINE: LEGAL ANALYSIS

Abstract
The article highlighted the absence of a national law definition of “public decentralized funds of funds”, no distinction between centralized and decentralized funds are not defined by their characteristic features which may hold a precise delineation of different types of funds public funds. Analyzed scientific views on the issues of the definition of “public decentralized funds of funds” by analyzing the current legislation and research singled out a number of characteristic features inherent in the decentralized public funds. Analyzed the general state of the decentralization of the financial system, the methods of implementation of such decentralization and identifies the most promising. Dedicated to the positive experience of the Slovak Republic in the matter of local government reform and decentralization of the financial system.
