PUBLIC-PRIVATE PARTNERSHIP AS A FORM OF INVESTMENT IN NON-RESIDENTIAL CONSTRUCTION IN UKRAINE

Abstract
The article deals with public-private partnership as a form of investment in non-residential construction projects. We view publicprivate partnership as a process consisting of four stages: 1) planning, in which an investment decision is made; 2) the choice of publicprivate partnership as the best way to implement the project; 3) pre-contractual relations, in which a private partner is awarded the contract; 4) contractual relations relating to the construction, operation and maintenance of the public infrastructure facility. We reveal the shortcomings of Ukrainian legislation of Ukraine concerning each of the stages, and introduce proposals aimed at its improvement in the light of the best world practice.
