Public-private partnership in the science and technique sphere

Abstract
The purpose of the article is the study of the problems of using the forms of public-private partnership in the field of innovations, the problems of implementation of the «triple spiral model» (more close and constructive cooperation between the state, private business and scientific institutions) to the legislation of Ukraine, as well as the development of ways to solve these problems. Scientific novelty. The article proves the necessity of implementing the concept of "subject of management in the field of innovations" in the legislation. The emphasis is placed on the expediency of determining the special status of the National Academy of Sciences of Ukraine in the field of public-private partnership relations. The international experience of implementing public-private partnership projects in the field of science and technology (in particular, on the example of Great Britain, Mexico and other countries) is researched. The scientific points of view on the relevance of the introduction into Ukraine of the main forms of the so-called "Private Financial Initiative" in Ukraine are analyzed as a prototype of modern models of public-private partnership. It is proposed to consolidate at the legislative level the function of "mobility of capital / human resources", namely: the possibility of selling to a private partner-investor the shares of a state-owned joint-stock company (public partner), the possibility of redemption by a public partner of shares of a company created by private individuals. Conclusions. The active introduction of a «triple helix» model in Ukraine should consist of the following steps: 1) active development of ways to use the institutional / corporate form of PPP in the field of innovation; 2) Legislative consolidation of the function of «mobility of capital / human resources»; 3) the implementation of the concept of «business entity in the field of innovation» to the legislation of Ukraine; 4) opportunities for the implementation of PPP projects in the field of innovation actively use so-called self-regulatory organizations in the relationship between partners.
