Public procurement system as a part of PPP under the legislation of Ukraine

Abstract
The article looks into the legal status of public procurement members and the settlement of legislative problems, arising with regards to unification of PPP and public procurement procedures. The necessity of implementing the concept of "special purpose company" in the legislation of Ukraine is substantiated. The experience of foreign countries in implementing public-private partnership projects in Australia, Switzerland, the Netherlands, and others is analyzed in detail. It is substantiated that the implementation of PPP projects is possible through the application of the so-called "property right consolidation".
