REALIZATION OF THE STATE AUTHORITY IN THE SYSTEM OF PUBLIC ADMINISTRATION: FEATURES OF ADMINISTRATIVE ADJUSTMENT

Abstract
The article proposes approaches to the problem of dichotomy of the scientific categories “regulation” and “state regulation” from the point of view of the implementation of state power in the system of public administration. The definition of the concept of regulating the activity of state authorities as a complex of institutional, organizational, legal and administrative means, forms and methods of management, the rational combination of which on the basis of the system approach allows to change the usual regulation of the behavior of objects and subjects of management to regulate the subject of the subject on public relations. The importance of organizational and legal support of administrative reform for improving the activity of the authorities, the role of normative and legislative aspects of the process of forming regulatory mechanisms is revealed.
