RIGHTS OF INTERNALLY DISPLACED PERSONS AND REFUGEES: PROBLEMS OF THEIR PROTECTION

Abstract
The analysis of normative legal acts in Ukraine that regulates the issues of ensuring the rights of internally displaced persons and refugees in the temporarily occupied territories is carried out. Discovered the main issues related to the distinction between the concept of "refugee" and "internally displaced person", which are different in their legal nature. It has been established that the concepts of "internally displaced person" and "refugee" have their common and distinctive features. It is determined that the rights guaranteed by the Constitution of Ukraine are equal for all, except those which belong exclusively to Ukrainian citizens, however, due to the difference in the legal status of these subjects, they will be guaranteed various specific rights as defined in special laws.
