ROADMAP FOR MAKING AN INVESTMENT DECISION ON THE PARTICIPATION OF A FOREIGN INVESTOR IN THE CAPITAL OF A STATE-OWNED ENTERPRISE

Abstract
A universal roadmap has been developed on the basis of the systematic approach to the analysis of foreign capital participation in state-owned enterprises. It covers technological planning, product planning, capacity planning, integration and long-term planning and combines it in a single product that takes into account social, economic, environmental aspects, as well as issues related with national security. The proposed roadmap simplifies the process of making strategic decisions on the feasibility of entering foreign capital in a certain state-owned enterprise, allows establishing a link between business needs and state development, as well as creates the preconditions for effective risk management. As foreign capital is one of the key elements for improving international comparative advantages, Ukraine's regulatory regime for foreign investment must meet the turbulence of the world economy, should rapidly change and adapt to new conditions and challenges, help to improve the investment climate in the country, while at the same time take national interests into account.
