Российская концепция электронного правительства: регио-нальный аспект (на примере Свердловской области)

Abstract
The article discusses the basic problems related to the elaboration and implemen-tation of the idea of electronic government (administration) in the Russian Federa-tion. The article contains the characteristics of the program “Information Society” («Информационное общество»), 2010-2020. It was noticed that after 2010 the electronic administration program is realized quite intensively in the Russian Fed-eration. The most effective in Russian conditions is developing the direction of G2G informatisation (communication between government agencies) and G2C (relations between offices and citizens). The example of Sverdlovsk Oblast, with the medium progress of implementation of the “Information Society” program, illustrates the achievements and problems typical of the whole of Russia. The real-ization of the program at the local level meets with limitations resulting from ex-cessive subordination of municipal authority to regional authorities.
