Signs of the use of higher education services: foreign experience

Abstract
The purpose of the article is to define and systematize the signs of the use of higher education services are determined and systemized with the help of attributive analysis of foreign experience. Methodology of research. The solution of these problems in an article carried by such scientific and special research methods: analysis and synthesis, generalization and systematization, the dialectical approach. Findings. A difficult character of the choice of higher education is the first sign. In the choice of higher education a person is governed by mercantile interests based on the financial result of the sale of professional knowledge. The second sign consists in the fact that students combine study and work, which demonstrates the consumer’s wish to compensate for the undetermined choice of higher education services. Accessibility of higher education is the third sign. It corrects the choice in relation to the external requirements: correspondence of formal requirements to knowledge, sufficiency of finance or situation at the labor market. The character of consumption of higher education services is the fourth sign. Practical value. Raising the level of person’s activity in higher education consumption will affect the parameters of the supply but it cannot eliminate difficulty of the choice. The signs demonstrate dialectic unity of personal interests of higher education service consumers who can be satisfied by the demand for their professional knowledge and skills on the part of employers. Signs systematization makes it possible to reconsider the format of consumer’s participation in development of higher education.
