SOCIAL ORDER IN THE CONTEXT OF REFORMING THE SYSTEM OF SOCIAL SERVICES FUNDING IN UKRAINE

Abstract
Purpose. The article is aimed at describing the processes of social services reforming, reasoning principles of social order in the context of forming social services market within certain territories. Methodology of research. The fundamental provisions of sociology, works of domestic and foreign scientists, regulatory and legislative acts of Ukraine, international standards and guidelines in the field of social protection are the theoretical and methodological basis of the article. The following research methods were used in the research process: analysis, synthesis, induction, grouping, comparison, abstraction. Findings. The mechanism of social order in the context of reforming social services funding in Ukraine is analyzed in article. Author argues the principles social order implementation, compliance with which ensures effective delivery of social services. The prerequisites of forming social services market within certain areas (regions) and social and economic consequences of their formation are identified in the article. The features of the development social services market in Ukraine have been proposed here. Originality. Comprehensive approach to determining arrangements of social order implementation in Ukraine, identifying features of the domestic social services market was used. Practical value. The results of research are aimed at justification of non-cooperation with the government to provide social services, including through the social order. Formation of the competitive environment will overcome the focus on residential institutions in social services.
