Abstract

One of the priority tasks facing today in front of the public media is the activation of civil society. Authorities needs a partner in the form of a citizen, a member of organized communities conscious of their rights and opportunities - and not isolated individuals. Public media - must therefore provide the public sphere forum for the open discussion between the government and citizens. For this to happen it is not enough that the media is open to the public. Should assist in the organization and themselves must become institutions of civil society, which are subject to public supervision. Exemplification of the above considerations, the public activity of the Polish Radio in Opole and Division of Polish Television in Katowice. Cases discussed in the article indicate that public regional media are an important factor in the activation of civil society, the cultural dimension is characterized by changes in customs , Naukowy Przegląd Dziennikarski nr3/2013 Journalism Research Review Quarterly 24 traditions , values , attitudes , aspirations , social awareness and social patterns . These tasks - as inherently deficient - cannot be fulfilled by any commercial medium . Only public regional media can implement public mission for local communities and actively participate in the process of building civil society. These tasks , however, require a minimum of funds called subscription.
