Strategic administration of regional unevenness and estimation of its effectiveness

Abstract
Evaluation of the state regional policy's instruments, regulating the unevenness of regional development is the subject of the study. The goal of the study is to workout the toolbox for evaluation of effectiveness of the state regional policy's instruments in regulation of regional disparities. The tasks of the study are to analyze the legal background for the regional development regulation in the context of its ability to impact precisely regional disparity; define the quality features of disparity regulation in every regulatory act – either preliminary adjustment or postcorrection; identify the objects through which the disparity is regulated. The methods of the historical and logical unity, groupings and classification, analysis and synthesis are used. In the article the system of disparity regulation is formed, and it includes the following steps: analysis of the state and local governments influence on the disparity size, evaluation of effectiveness of regional disparity regulation, characteristic of the disparity changes under the influence of applied instruments, evaluation of the effectiveness of various regulatory instruments on the size of disparity, working out the recommendations on the most effective regulative instruments influencing regional disparity. It is shown that the influence on internal regional potential is more reasonable during the disparity regulation. The objects through which the disparity is influenced are defined as follows: depressed development of regions, the local budget, the internal potential of regions. The results of the study can be used for working out the tools influencing regional unevenness and formation of the state regional policy. Disparities' regulating system should be based on a clear toolbox in order to get the maximum effect from such regulation.
