STRATEGIC COOPERATION OF LOCAL GOVERNMENT UNITS AND THE LOCAL BANKING SECTOR IS A CONDITION FOR THE DEVELOPMENT OF SMES

Abstract

The development of SME’s enterprises is dependent on strategic coordination of the development of local communities represented by local government units LGU and cooperative banks. The coming years will be decisive for both the condition of the polish SME’s as well as for the future of polish cooperative banking sector, as well as for the condition of LGU’s and how to implement the tasks incumbent on the shoulders of LGU’s.All the partners have economic and regulatory challenges. In relation to the local government sec-tor, a shock therapy applied because of self-government began the process of rehabilitation of public finance sector and consequently many local government budgets and their WPF and followed by the budgets of the programs and projects and their financing methods require restructuring.In turn, in turn, the cooperative banking sector is before the next regulatory and capital challenges, in terms of both the complex financial situation in the EU and turbulence in this connection, and also the reluctance of EU and national regulators to apply more favorable and corresponding with the Polish system solutions to cooperative banks. The pace and method of implementation of the so-called solutions. IPS causes the controversy but it is an important and regulatory breakthrough solution.Whereas the SME’s sector is expected synergies in terms of strategic development of both the local government and local banks. It is also expected to allow local companies to both turn on the prin-ciple of PPP projects tasks of local authorities, and also an enabling environment for development of entrepreneurship and local economic potential.In the preparation of the chapter has been used the following research methods: analysis of the literature, analysis of statistical data, comparative analysis and verbalization practical experience of the author’s from the cooperation with several local government units and cooperative banks.
