SUBJECTS OF CRIME IN CONSTRUCTION SECTOR

Abstract
The article caused the need for non-governmental entity of the security Article examines the most common ways of committing crimes in construction sector. Construction sector is defined as extremely complex and interdependent process requiring efficient leadership, cooperation and compliance to the highest security levels on all stages. It is mentioned that construction process is naturally followed by a regular document and finance circulation resulting in elaborate financial data reporting. It is stressed that non-state security subjects are of the utmost importance for the construction objects to be properly secured and, correspondingly, timely prevention and proper investigation of related crimes to be guaranteed. Author states that the abovementioned issue requires additional attention as non-state security subjects are capable of providing multilevel protection introducing special surveillance and access control equipment during the construction process for specific locations. Author offers to distinguish the subjects of crimes into two groups: 1) internal subjects (construction company’s staff; security; contracted staff and constructors; heads of construction organizations or its separate departments); 2) external subjects (criminals not directly involved in construction process and providing extra services). It is proved that the abovementioned division of crime subjects in construction sector can be characterized positively because it allows to separate the suspects at the initial stage of pre-trial investigation of specific crime, check the documents and guarantee efficient investigation.
