The basis for defining the objectives of spatial policy is an analysis of the state of factors and directions of spatial development. Analysis of directions of spatial development can be carried out in various ways. One of the methods used for this purpose is the SWOT / TOWS analysis. The authors intention was to check whether the heuristic SWOT / TOWS method, carried out on a full scale basis, can be used to identify the factors influencing spatial development and to indicate direc-tions for spatial development. The analysis was performed for the town of Niepołomice (Niepołomice Community, Wieliczka County, Małopolskie Voivodeship), which is set as an example of well-con-ducted spatial policy.
