The current state - problems and prospects for the development of the agrarian sector of the economy of the Chernihiv region in the conditions of war

Abstract
This article examines the main, priority directions of development of the agricultural sector of the Chernihiv region, highlights the problems of agricultural production at the current stage and ways of improving the legislation in the agrarian sphere of the economy. An economic justification of the set of measures to preserve the positive dynamics of the development of the agrarian industry has been made. Specific measures for state support of agricultural producers are outlined in accordance with the strategy of sustainable development of the Chernihiv region for the period until 2027 and the plan of measures for its implementation for 2021-2023. The structure of agricultural products was analyzed by the category of main producers: farms, agricultural enterprises, private households. An analysis of the impact of military operations on the territory of Ukraine on the functioning of the agricultural sector and its further development was carried out. It is established that the government has implemented a significant number of measures to promote the survival of the agricultural sector in war conditions, in particular, minimizing bureaucratic procedures for agribusiness, allowing the use of agricultural machinery without registration, simplifying the import of seed materials, introducing a zero rate of excise tax and reducing the amount of VAT to 7% for fuel, separate state support programs for agricultural producers were introduced. Further steps necessary to overcome the most significant problems of the agrarian sector of Ukraine during the war and in the post-war period have been determined.
