THE FEATURES OF FORMATION UNITED LOCAL COMMUNITIES IN UKRAINE

Abstract
In this article we show actual problems of formation and budjet implementation of territorial communities. Analyzed legislative support a process of legislative territorial communities such it be solvent. Justified that formation the grounds of social and economical development of territorial communities will be possible only with financial decentralization. Determined that increment financial resources of local communities promote the formation economic independence of territorial communities.
