THE HISTORIOGRAPHICAL CRITICISM OF THE ZEMSKY TERRITORIAL AUTHORITIES INSTITUTE WHILE THE JUDICIAL FUNCTION EXECUTION

Abstract
The article examines the history of the Zemstvo district head position formation and development as an administrative institution in general, and in the Ukrainian provinces in particular. Based on the historical experience analysis, theoretical developments of domestic and foreign scholars, the legal nature of the institute of Zemstvo local district chiefs, its role in the administrative and judicial apparatus and significance for society as a whole have been determined. On the basis of the study, it has been stated that the Zemstvo chief activities had different directions and were quite effective and useful in some areas, and the institute of the Zemstvo district heads was an important component of the state mechanism for resolving a lot of issues in the public administration field.
