THE ISSUE OF THE «REFUGEE» DEFINITION

Abstract
The article deals with characteristic of the concept of a refugees, analyses the history of creation international standards for the protection of the rights of refugees and the powers of international organizations to protect them. These problems must solve individual States and the international community.
