The meaning of national sovereignty and representative democracy in Ukraine

Abstract
The fundamental feature of a democratic state is the guarantee of national sovereignty and high-quality, effective representative democracy. The development of mankind, the globalization processes in the world are new challenges. Those systemic inventions such as the division of power, the classical electoral systems no longer guarantee a true democracy, therefore, scientists again and again return to this theme. The article is devoted to the clarification of the content of national sovereignty and representative democracy in Ukraine in the context of the implementation of state power in Ukraine. In science, there is the idea that representative democracy is one of the forms of expression of popular sovereignty, with which we agree. But we believe that the role of civil society is exaggerated, because representative democracy - its mechanism must be constructed so that there is no need for external control. Effective representative democracy depends more on the quality of the political elite, the normative-balanced electoral procedure, the balance of the system of checks and balances, which underlie the form of government.
