The role of agricultural producers in the financial support of agricultural social and innovative infrastructure

Abstract
Introduction. The work determines the place and role of agricultural producers in financing rural social and innovation infrastructure in the overall structure of financial provision of communities. Increasing the role of village councils in the development of social infrastructure objects is beneficial to the state, as well as to the village councils themselves. Creation of special targeted social infrastructure development programs, on the one hand, helps to meet the demand for specific social services, on the other - creates jobs on the existing objects of social infrastructure. In addition, social services, such as sports and health, affect the lifestyle of the population. The purpose of the article is to highlight the scientific approaches to determining the role of agricultural producers in financing rural social and innovation infrastructure in the overall structure of community financial provision. Results. It is proved that financing of the innovation infrastructure of the village depends on the budgets of the communities, which, in turn, depend on the production activity of agribusinesses, which often operate outside the legal registration. It has been established that this trend will continue for these reasons. First, there is an administrative pressure on the local government to enforce the minimum social standards set at the state level. Secondly, the formed social infrastructure objects have a positive social impact on the local community, which is the basis for the further development of the local self-government system and, accordingly, for those who manage a particular village council. Therefore, it is proposed to create special short-term business schools for studying in different tourist destinations. Thus, the commissioning of social infrastructure objects leads to an additional positive social effect. One of the results of the development of social infrastructure development programs is the preparation of investment proposals for potential investors. The main factors of full financing of rural social and innovative infrastructure are classified. Conclusion. The presented practical proposals provide an opportunity to improve the existing system of financial provision of rural innovation infrastructure. In particular, it is proposed to actively use the opportunities of foreign investors. The main idea of the proposed recommendations is to further save financial resources, the lack of which forces rural councils not to fully provide relevant services and to increase credit indebtedness to objects of social infrastructure. The analysis of the financing of rural social and innovation infrastructure shows that agricultural producers has a minimal number of role. The conducted research confirms expediency of the prohibition of registration of legal entities outside of activity.
