THE THEORETICAL PRINCIPLES OF IMPLEMENTATION OF EUROPEAN EXPERIENCE IN THE MANAGEMENT OF DEVELOPMENT OF EDUCATION IN THE FIELD OF PHYSICAL CULTURE AND SPORTS

Abstract
The article analyzes the content of organizational and managerial processes of development of education in the field of physical culture and sports that took place in the countries which became members of the EU. The theoretically grounded the necessity of development and introduction of new managerial technologies that involve interference with the current mechanism of education management, contain correctional changes in making the managerial decisions at different organizational levels. It is determined that the development of education in the sphere of physical culture and sports belongs to the social sphere of society, therefore it is expedient to consider the introduction of managerial technologies precisely in the plane of social management technologies that are conditioned by the level of development of society, science, and economic condition of the state. It is established that the experience of development of modern European education is based on the search of optimal models for improving the management system, the implementation of the concept of lifelong education, and the system of management of development of education in the EU countries envisages the expansion of managerial capabilities of public organizations, taking into account the opinions of experts and consumers of educational services. Modernization of the education management system involves: optimization of management structures, decentralization of management; redistribution of functions and powers; transition to software-targeted management; combination of state and public control; introduction of a new ethics of management activity, based on the principles of mutual respect, positive motivation; transparency of development, examination, approbation and approval of regulatory documents; creation of systems of monitoring the effectiveness of management decisions, their impact on the quality of educational services at all levels; organization of experimental verification and examination of educational innovations; improvement of the mechanism of licensing, attestation and accreditation of educational institutions; increasing the competence of managers of all levels; involvement in the management of gifted youth, education of leaders in the field of education.
