Theoretical and legal analysis of deficient financing: discussion aspect

Abstract
The article is devoted to the definition of the concept and place of «scarce financing» in the legal and financial sphere of Ukraine. The author determines the positive and negative aspects of the above phenomenon. The problems and solutions are determined in the context of Ukraine's European integration into the EU.
