Theoretical Foundations Concerning Performance Evaluation of State Regulation of Sustainable Development

Abstract
In the scientific article the approaches to the interpretation of the essence of "efficiency", "the effectiveness of state regulation" have been investigated. The scientific typologies of the effectiveness of state regulation of sustainable development are presented. We propose our own typology of the effectiveness of state regulation of sustainable development, which consists of such items as: economics; efficiency/performance (efficiency); effectiveness (cost-effectiveness); effectiveness (effectiveness, goal-oriented effectiveness), the system of criteria for evaluation. In particular, according to the results of the research, it has been established that the efficiency in the assessment of state regulation of sustainable development is manifested in the least expendable resources of regulation. Efficiency / productivity is determined by the optimal ratio of the cost of resources to implement the envisaged set of measures in accordance with development programs. Effectiveness is determined by the achievement of planned results and goals and objectives with the optimal cost of resources. The effectiveness of the state regulation of sustainable development in Ukraine has been formed. In order to evaluate the effectiveness of state regulation of sustainable development, it is necessary: to estimate the rating of sustainable development of the state in accordance with the world indicators; to explore key strategies and programs aimed at ensuring sustainable development, and to analyze the possibility of achieving the goals of these programs in the future; to analyze the state's expenditures for implementing such programs and compare them with the results.
