Yaşlı Bakımında Görünmeyen İşgücü: Aile Bakımı ve Ekonomik Değeri / The Value of Informal Caregiving on Elderly Care: As A Shadow Workforce

Abstract
Geleneksel olarak tüm dünyada aile bakımı yaşlının bakımında etkin bir role sahiptir. Aile bireylerinin bakıma muhtaç yaşlının bakımında geleneksel rolleri devam ederken, ülke ekonomisi bakımından da güçlü katkılar sunmaktadır. Yaşlı nüfusun artması ile birlikte artan bakım harcamaları karşısında sosyal politika düzenlemeleri içinde ailenin bakımda etkin rol almalarını sağlayacak düzenlemelere daha fazla ağırlık verilmeye başlanmıştır. Bu çalışma, yaşlıların uzun süreli bakımında rol alan aile bireylerinin bakım hizmetinin görünmeyen maliyetinin ekonomik boyutunu ortaya koymaya yönelik bir derleme çalışmasıdır. Ageing societies, together with pressures to restrain the growth of public expenditure, have led to policymakers stressing the importance of the family, friends and neighbours as having an important part to play in the care of the frail elderly. This paper reviews the informal care costs for older people, considers the impact of caregiving on caregivers and tries to estimate the economic value of informal care and the costs that having to devote time to care imposes on the economy. On this basis, it seeks to place a value on the input provided by informal caregivers. It also tries to assess costs to the economy of reliance on informal care costs that should be set against the savings made from the absence of public provision.
