Analysis of dialogue and facilitation in aspect development of civil initiatives

Abstract
The article studies the civil institute development forms relevant to theory and practice. The role of the civil initiatives and social partnership as specific mechanism of political stability is considered. The facilitation is considered as the process whereby it is possible to regulate and initiate the changes at the level of political and social systems and networks.
