State building and / or state destruction? (Case of Ukraine)

Abstract
The article is devoted to the investigation of an actual, contradictory and innovative problem. The conditions of successful state building are clarified and the reasons for the state-destroying are revealed. Ten working hypotheses regarding these processes are advanced. It is confirmed that successful state building is facilitated by such factors as: 1) a small gap between representatives of the “lower” and “higher” social strata; 2) equal status and non-discrimination of ethnonational minorities; 3) mutual understanding and interaction of the ruling elites and their close relationship with the popular masses; 4) absence of external interference by foreign states in the internal affairs of the country, etc. It is proved that factors of a diametrically opposite nature lead to the statedestroying.
