Competency Model as a Tool of Human Resources Management in Public Administration

Abstract

Efficient and effective task realisation in local offices of public administration depends on a suitable competency model corresponding to requirements of an organisation and environment. It is due to the fact that nowadays organisations act within the framework of information and communication society and in a very turbulent environment. Competency models, viewed as standards in public administration human resources, need to be worked out and implemented. HR competency profiles for chosen roles or posts in public administration are created within a HR competency model. The main idea of competency profiles is to verify them systematically. The authors evaluate the level of employees’ competencies in public administration with the objective to identify a competency gap, that is, a gap between expected and real skills. The aim of the article is to present and verify the HR competency profiles for chosen roles and posts in public administration. The authors based on research succeeded to verify the hypothesis. It is believed that the real level of HR competencies (public administration employees) is not equal to competency profiles expected by top management.
