Features of the influence of state policy of mass sports on socio-psychological factors of healthy personality formation

Abstract
Today, ideological and moral factors are changing and this fact forces us to make the considerable efforts to solve the important objectives for strengthening the public health. Analysis of scientific literature in public management showed, that despite differences of scientific approaches, in our native and western science, there have been researched only the general trends of social-educational processes, while the question of peculiarities of public health development do not find their reflection. Effectiveness of public management of social-educational processes depends on internal and external factors, which have an influence on the individuals. The influence of each factor is selectively marked due to a number of circumstances, including the individual’s awareness of internal beliefs, values and ideals. Socially active person can defend his / her social interests, has the developed consciousness and culture, and is actively involved in the public life of the society. Public administration in a system of preserving and improving the health level of students is a complex mechanism appointed to achieve these goals that has defined structure, a set of legal rules, methods, means, instruments of state influence on the management object. Taking into account the number of problems that are caused by certain objective and subjective reasons, the main among which are the lack of socio-economic development of the country and inappropriate management of institutions at all levels of the health system, public authorities should pay more attention to the culture of healthy lifestyle of people and its social advancement. Mass sports can perform an integrative role as an organizational mechanism of public management, and plays an important role in improving health, physical preparation and, as a result, national welfare. Permanent growth of requirements for the development of youth in the aspect of their self-education and self-improvement of intellectual, creative and physical possibilities, require from educational community to implement the educational process of the latest educational and educational technologies and means. This, in particular, results in the formation of a broad worldview, self-awareness and professional competences on the principles of responsible attitude towards their own health as the basis on which the future strategy of career and life success is being built. Particular importance is the formation of a model that would ensure the systemic activity of youth in physical education and self-education. Among such factors, the vital are: stimulation, motivation and formation of students’ needs for independent physical education, as an important part of the overall culture of the individual, a means of personal development. Physical culture and mass sports, methods and systems of rehabilitation should take a special place in the university and become obligatory attribute of active rest of each student on the basis of a healthy lifestyle. The realization of social opportunities in physical education and sports involves the transition to a new model of this direction. When the interests, needs and motives of a young person are in the center of attention of the educational system, this will enable a significant activation of the process of self-realization and establish in the public opinion and public practice the priority of the recreational motor activity for the prevention of diseases and associative behavior. Accordingly, this approach will provide an opportunity to modernize the model of development of physical culture and mass sports with the task of preserving and improving the health of youth. During the organization of physical education, considerable attention should be paid to physical culture and recreational work, modern methods of recreation, studying the health effect of physical exercises and the possibility of their application for recreation as well as physical culture of the individual. The main emphasis should be on educating students in a clear comprehension and understanding that the priority task is the individual health of a person, his/her ability to control the state of health. The humanistic orientation of the pedagogical process should include the purposeful integration of biological and social needs, intellectual and ethical bases in the implementation of genetically predetermined natural instincts of each student during his / her studies at the university. Physical education of students determines the specifics of the allocation of differentiated goals and pedagogical tasks. The basis of the physical education of students should be the formation of a harmoniously highly-spiritual and highly moral personality, a qualified specialist who leads the systemic skills in the sphere of physical culture.
