LANGUAGE AND CULTURAL POLICIES OF PRESENT-DAY UKRAINE

Abstract

The paper provides the analysis of the present-day linguistic, culturological, and philosophical “pro” and “contra” reasons for the cultural dialogue within the scope of globalization. General tendencies of the modern Ukrainian linguistics for the Ukrainian vs Russian language and culture identification are considered. Notably, the language and culture of the Ukrainian diaspora and so-called “Galician minority” are opposed to those of the so-called “great Ukrainian society”, and it is stated that the nationalistically inclined representatives of the former ones exercise their aggressive “policy of language and cultural genocide” on the rest of the Ukrainian population. The existence of the homogeneous Ukrainian culture as a uniform “cultural situation” and “a uniform Ukrainian mentality” is also doubted. The analogy with the English and German languages is drawn concerning the existence of some different national languages which, under the pressure “of nationally colored social policy” brought about the emergence of different types of mentality, and it turns to be an outlook and linguistic issue at the same time. On the basis of scientific political thought and Western Slavic history, the attempts of Ukrainian historian M. Hrushevskyi, ex-president L. Kuchma and modern Ukrainian philologist V. Taranets to distinguish Ukrainian and Russian cultures and languages are criticized. The author attempts to prove the unity on the Russian and Ukrainian cultures and thus states the “unity” of the aforementioned peoples starting from the Kyiv Rus times, their syncretic unity is stated within the measures of the Western Slavs culture, namely in Ukrainian, Byelorussian and Russian “domostroy” (patriarchal rules of family life), the Proto-Slavic language and orthodoxy, the latter having the Russian language as its tool and self-reflection. The paper states the invalidity of global philosophical issues of the language and culture for the linguistic discussions.
