Medical and police monitoring over prostitution and sexually transmitted diseases in the territory of the Russian Empire (late XIX – early XX centuries)

Abstract
The article analyzes the steps of the state power of the Russian Empire to develop a mechanism for regulating prostitution, in particular – the legalization of houses of depravity, attempts to regulate the age of «corrupt» women. The general situation of the incidence rate of syphilis, which began to recruit the nature of the pandemic, as evidenced by the figures presented, is considered. The ways and causes of the infection and spread of sexually transmitted diseases are detailed. Conditionally, they can be divided into general (inherent in one or another degree, all localities) and separate – (common in certain regions). Among the common ways, the largest number of infections and extreme danger was the so-called secret prostitution, which was not subject to any accounting or control. It gained enormous distribution, was recorded in all provinces. Particular attention is paid to the peculiarities of the spread of syphilis in the countryside. The absence of a common view of the factor of «legal prostitution» as a fence of the spread of sexually transmitted diseases has been demonstrated. The measures for the organization of hospital and police control over prostitution and sexually transmitted diseases are described. In particular, the process of creating the hospital-police committees is highlighted. The methods of monitoring prostitution and hospital-policing measures among other categories of the population are outlined in their activity.
