PUBLIC ADMINISTRATION: EXPERIENCE OF THE WEST AND HIS USE IN MODERNISATION OF MANAGEMENT IN UKRAINE

Abstract
In article provides an overview and analysis of some of the concepts of public administration that influenced the formation of the modern national model of governance, define their most essential features. Special attention is paid to the analysis of the theory dichotomy, which laid the basis for modern model of public administration in the West. Found that the division of career politicians and officials in Western countries has created favorable conditions for the professionalization and democratization of the whole system of public administration, and for social and economic growth of the country. The features of the Soviet model of governance. Identified and established some common features in the development of modern ideas about the implementation of public administration in the Soviet and Western models. The main shortcomings of modern domestic management model.
