Спеціалізовані принципи правового регулювання формування та реалізації державних молодіжних програм / Specialized Principles for Legal Regulation of Development and Implementation of Governmental Youth Programs

Abstract
The article deals with theoretical and legal research on special principles for legal regulation of design and implementation of state youth programs in Ukraine. The paper contains background of the chosen topic, state of its research and set of unsolved issues related to legal regulation and implementation of specialized principles for legal regulation of design and implementation of state youth programs in Ukraine. It has been identified that legal relations in the sphere of design and implementation of state youth programs are based on the system of legal principles of international law and EU law, general legal principles, principles of youth policy and specialized principles of legal regulation related to design and implementation of the state youth programs. The article also identifies the list of specialized principles of legal regulation related to design and implementation of the state youth program in Ukraine. They are the following: principle of a priority of competition mechanisms during design and implementation of state youth programs; principle of youth programs’ reasonability; principle of the rest competence during design and implementation of the state youth programs; principle of priority of some state youth programs over the others which stipulate support and financing of those youth programs which should solve the most actual youth problems at the certain level of development of Ukrainian society; principle of economic and social effectiveness; principle of reliability; principle of the best possible distinction between the measures and assumed outcomes; principle of the conscious need of youth in socially useful activity; principle of decentralization; principle of generality and scientificity; principle of target orientation; principle of integration; principle of equal opportunities for youth irrespective of their age, sex, profession, nationality, social status and place of residence. Content and certain peculiarities during implementation of such specialized principles as principle of a priority of competition mechanisms during design and implementation of state youth programs; principle of youth programs’ reasonability; principle of the rest competence during design and implementation of the state youth programs; principle of generality and scientificity during design and implementation of the state youth programs as well as principle of integration in the youth program administration have been presented.
