THE LEGISLATIVE PROCESS IN THE VERKHOVNA RADA OF UKRAINE: PROBLEMS OF IMPLEMENTATION AND LEGAL CONSEQUENCES

Abstract
The author characterizes the implementation of the legislative process in the Verkhovna Rada of Ukraine. The legisla- tive process – regulatory defined stepwise procedure of introduction of a bill by the subject of a right of legislative initiative, maximum of the three readings and promulgation of the adopted law (overcoming the President’s veto as an extra stage). This kind of parliamentary procedure not devoid of disadvantages of subjective and objective character.
