The phenomenon of culture in the structure political matrices of modernity Societies: Definition adaptive capacity

Abstract
The purpose of the article is to outline a role, which is played by the cultural phenomenon in determining trajectories of modern social mediums transformations. In order to achieve this objective, a concept of “political matrix” is used. The latter is used by the author to define fundamental structures formed as a consequence of communal evolution and acts of purposeful social engineering of political and intellectual elites, which define the potential of societal adaptation to the challenges of modernization and democracy.
