Abstract
The article deals with the theoretical and practical aspects of the possibility of applying administrative liability for an incomplete administrative offense. The regulatory-legal aspect of the settlement of unfinished administrative offenses in Ukraine and abroad, as well as scientific doctrine and law-enforcement practice is researched.
