Local community as a coauthor (co-producer) of civic values

Abstract
The article asks questions about an array of civic values and about the manner in which they are internalized, i.e. accepted by citizens and acknowledged as their own values. The Author attempts to address both these questions. He refers to the ancient concept of civic virtues as dispositions combining orientation to civic values with corresponding specific practical skills. He also outlines the set of thirteen virtues making up the model of a good citizen as understood by Maria Ossowska. Then he refers to selected sociological concepts of social citizenship by Thomas Humphrey Marshall, the bond-forming function of values by Emile Durkheim, evaluative orientations by Talcott Parsons, mediating structures and empowerment by Peter Berger and John Neuhaus, social capital as understood by Robert Putnam and the concept of active society by Amitai Etzioni. The Author assumes that civic education is one of the fundamental tasks of democratic systems and civil society.
