TEMPORAL SCOPE OF LAW ON LIMITING PAYMENT OF MILITARY PENSIONS

Abstract
The paper studies issues of back action of the social security law. Relevance of this issue is associated with the adoption of the Law of Ukraine „On Amendments to Certain Legislative Acts of Ukraine Regarding the Pensions” № 213-VIII, which provides expansion of its rules on military pensions to legal relations, which accrued before entry into force of this legal act. The concept of classification of social security relations into material and procedural underlies research of issues of temporal scope of social security law. The author also analyzes observance of the principle of equality of rights and non-discrimination in the process of adoption of normative legal acts, which establish different conditions of social security depending on the time of the appointment of the form of social security.
